Spatial planning and urban development is a discipline whose objective and foundation is to organize the territory and establish the conditions for the planning, implementation, and control of the rational use of land, with the provision of services to people living in harmony as its core element. This territorial development requires the qualified contribution of professionals from diverse disciplines, including architecture, engineering, law, sociology, geography, and others. However, we cannot forget the economic component of these actions, which must be provided by experts with specific training in this area. Currently, the economic and financial aspects of urban planning and spatial development are greatly undervalued, often addressed through reports written by any of the technicians drafting a plan. In practice, these reports are being incorporated into the documentation as a mere administrative formality subject only to regulatory compliance. In fact, it is quite difficult to find professionals with economic and financial expertise involved in this field, even though, in this new era, economic and financial considerations have gained greater importance.

1. Learning outcome: Interpret the main territorial and urban-planning instruments and documents, including their links to the European framework and urban agendas.

2. Learning outcome: Identify basic criteria for integrating urban sustainability into planning (urban environmental challenges, European agendas/agreements and programmes).

3. Learning outcome: Understand the fundamentals of Urban Planning Law and relevant sectoral regulation, identifying their main implications for permits, enforcement and plan implementation.

4. Learning outcome: Produce an initial, applied approach to an economic-financial viability study: planning parameters, value impacts by use, investment analysis, and allocation of public–private responsibilities.

5. Learning outcome: Draft the structure of an economic sustainability memo (municipal expenditures and revenues, impacts on public finances, adequacy of productive land supply) and identify the purpose and implications of the economic documentation required in planning.
