Description
Spatial planning and urban development is a discipline whose objective and foundation is to organize the territory and establish the conditions for the planning, implementation, and control of the rational use of land, with the provision of services to people living in harmony as its core element. This territorial development requires the qualified contribution of professionals from diverse disciplines, including architecture, engineering, law, sociology, geography, and others. However, we cannot forget the economic component of these actions, which must be provided by experts with specific training in this area. Currently, the economic and financial aspects of urban planning and spatial development are greatly undervalued, often addressed through reports written by any of the technicians drafting a plan. In practice, these reports are being incorporated into the documentation as a mere administrative formality subject only to regulatory compliance. In fact, it is quite difficult to find professionals with economic and financial expertise involved in this field, even though, in this new era, economic and financial considerations have gained greater importance.
Objectives
Provide learners with essential knowledge and tools to analyse and justify the economic and financial viability and sustainability of territorial, urban-planning and housing actions and planning instruments, integrating the European framework, urban sustainability, the urban-planning legal framework and the required economic documentation.
Understanding of the territorial and urban-planning system (key instruments, hierarchy, documents and tools) and its link to the European framework and sustainability-oriented urban agendas.
Understanding of how to incorporate urban sustainability into planning, based on European/international frameworks (e.g., SDGs/Agenda 2030, urban agendas, Leipzig Charter, Green Deal) and their translation into key urban challenges (mobility, energy, green infrastructure, regeneration, climate change, waste).
Understanding of the fundamentals of Urban Planning Law and relevant sectoral regulation (water, coasts, infrastructures, environment, heritage, risks, accessibility, pollution, etc.) in order to identify their main implications for implementation, enforcement, permits and burdens.
Understanding of housing policy planning, including social/affordable housing and its legal regime, introducing data-driven approaches, policy evaluation and European benchmarking, as well as trends (big data/AI, cohousing, industrialisation).
Become familiar with urban management tools linked to viability: scopes/execution units, action modalities, buildability and value, urbanisation charges, land readjustment, implementation systems and agreements
Understanding of how value creation from planning is assessed through urbanisation/building costs, real-estate values by land class, revaluation/devaluation effects and maintenance costs, introducing GIS and multi-criteria approaches.
Understanding of the structure and methodology of an economic-financial viability study, and produce an initial draft-level approach (planning parameters, land value impacts by use, investment analysis, and allocation of public-private responsibilities).
Understanding of the purpose and structure of an economic sustainability memo, and develop an initial draft-level approach (municipal expenditures/revenues, impacts on public finances, and adequacy of productive land supply).
Understanding of the purpose, legal regime and implications of the economic documentation required in planning (economic study, viability report, sustainability memo), in order to reduce common approval and processing risks.

Entry requirements
- Academic background: Graduates primarily from degree programmes in Economics, Architecture, Engineering and Law.
- Professional background: Practising professionals in the fields of Territorial Planning, Urban Planning and Housing, from both the public and private sectors.

PhD in Economic Anthropology, MA in Chinese Studies, MA in Economic Analysis and BA in Economics and Business Studies, lecturer at the Universities of the Basque Country, European University of Madrid and Isabel I of Castile. Member of Harmony With Nature of the United Nations, as well as of the International Association of Ecological Economics. She is also a member of the Governing Board of the Basque Association of Economists and of the Teaching and Researchers, Urban Planning and Strategic Plan Commissions. He received the 2nd prize for business creation organised by the Basque Government Department of Economy in 1997. I have a PL2 in Basque which allows me to teach in Basque.
